This regulation aims to reduce packaging waste, improve recyclability, and promote circular packaging systems across the EU.

Replacing the previous directive, this regulation demands urgent action from manufacturers, importers, and brand owners supplying the EU.

What Is the PPWR?
  • The PPWR (Regulation (EU) 2025/40) came into effect on 11 February 2025, with full implementation starting 12 August 2026. It replaces Directive 94/62/EC and applies uniformly across all EU countries.
  • The regulation covers every stage of packaging’s life cycle, from design and substances to waste handling and recycling.

Key Requirements Under the PPWR
  • Mandatory Recyclability: By 2030, all packaging must be recyclable or reusable, with strict performance standards (e.g., recyclability grades must meet high thresholds by 2038).
  • Minimum Recycled Content: Plastic packaging must include a minimum level of post-consumer recycled material, increasing over time, to drive circularity.
  • Substance Restrictions: Hazardous chemicals—such as PFAS in food packaging—will be severely limited to protect consumer health.
  • Packaging Minimisation: Companies must reduce packaging weight and volume where possible, eliminating unnecessary material.
  • Enhanced Transparency & Labeling: Packaging must be clearly labeled for recyclability and recycled content, and conformity documentation must follow products through the supply chain.
  • Circular Strategies & EPR Fees: The regulation promotes refill systems and reusable packaging, while introducing eco-modulated Extended Producer Responsibility (EPR) fees based on recyclability performance.

Why PPWR Compliance is Essential for Market Access and Sustainability

Early adopters also benefit from stronger ESG credentials and increased consumer trust

  • Regulatory Alignment Across the EU: As a regulation, PPWR ensures consistent implementation in all member states—no national variations. Noncompliance can restrict your access to the EU market.
  • Significant Transition Period: With a relatively short lead time until August 2026, businesses must reassess packaging design, sourcing, and labelling now.
  • Strategic Advantage in Sustainability: Brands that proactively embed PPWR principles into packaging gain operational validation, lower disposal costs, and environmental credentials.

Next Steps for Businesses
  • Conduct a Packaging Audit: Review current designs for recyclability, use of recycled content, and eco-friendly materials.
  • Update Supply Chain Documentation: Ensure every package includes conformity declarations and material specifications.
  • Prepare for Enhanced EPR Compliance: Check how upcoming EPR fees may affect packaging costs based on recyclability performance.
  • Engage with Compliance Experts: Align with guidance on PPWR implementation and supply chain workflows.
