If you’re selling on Amazon Germany via FBA, VAT compliance is absolutely critical. Germany is the largest Amazon marketplace in Europe, and its tax authorities closely monitor sellers to ensure VAT rules are followed.

 

VAT Rates in Germany

Germany introduced VAT in 1968 under the EU system.

  • Standard rate: 19%
  • Reduced rate: 7% (e.g. food, books, newspapers, local transport)
  • Zero rate (0%) applies to exports and certain international services.

 

When Do Amazon Sellers Need to Register?
  • German businesses must register if annual taxable turnover exceeds €22,000 in the previous year and is expected to exceed €50,000 in the current year.
  • EU-based Amazon sellers must register if their sales to German consumers exceed the €10,000 EU-wide distance selling threshold.
  • Non-EU Amazon FBA sellers must register immediately if:
    • You store goods in a German fulfilment centre, or
    • You sell directly to German consumers.

⚠️ For non-EU businesses, there is no registration threshold — registration is required from your first taxable sale.

 

Fiscal Representatives & Agents
  • Unlike some EU countries, Germany does not require non-EU businesses to appoint a fiscal representative.
  • However, many Amazon sellers work with a local tax agent to handle VAT filings and communication with the tax office.

 

Registration & Filing

To register for VAT in Germany, you’ll typically need:

  • Business incorporation documents
  • Proof of trading activity (Amazon seller account, invoices, contracts)
  • ID documents for directors or owners

Registration is handled by the Federal Central Tax Office (BZSt) and local tax offices. Processing usually takes 3–6 weeks. Once complete, you’ll receive your German VAT number (Umsatzsteuer-Identifikationsnummer), which must also be updated in your Amazon Seller Central account.

VAT returns are generally filed monthly for the first two years after registration. After that, depending on turnover, you may switch to quarterly filing. An annual VAT return is mandatory for all sellers. Returns are filed electronically via the ELSTER online portal.

 

Risks for FBA Sellers
  • Failure to register or late registration can result in backdated VAT liabilities, penalties, and interest.
  • Penalties are strict — up to 10% of unpaid VAT, plus late payment interest.
  • Amazon Germany actively monitors VAT compliance. Non-compliant sellers risk immediate account suspension and being banned from the platform.

For Amazon FBA sellers, Germany is a high-reward but high-risk market. VAT compliance starts from the first sale for non-EU sellers, and German tax authorities strictly enforce registration, filing, and payment rules. Staying compliant is the only way to ensure long-term success in Europe’s biggest Amazon marketplace.
